The rate of Black males living with an HIV diagnosis is
6.6 times that of White males

The rate of Black females living with an HIV diagnosis is
12.0 times that of White females

 Black-led organizations are allocated less than 2% ($1.7M) of Illinois Department of Public Health’s $120M budget for HIV/AIDs prevention and care.

 Chicago Department of Public Health allocated total of only $1.8M to African American-led CBOs of its $40.4M HIV/AIDS budget

Another $43M in HIV/AIDS funding has been allocated to the Chicago Department of Public Health by the federal government for 2024-2028. African American-led HIV/AIDS service related organizations MUST be equitably funded – particularly those headquartered on Chicago’s West and South Side. Separate funding is needed outside of CDPH for African-American led providers.

$15M approved in May 2021 for the Illinois African American HIV/AIDS Response Act, though nearly $5M was NEVER ISSUED by IDPH because of late processing. New funding must be approved in the 2025 Legislative session for FY 2026 GRF to African-American-led HIV/AIDS service providers throughout the entire state of Illinois….from Chicago area to East St. Louis/Claire County where incidence of HIV is highest.
